The Opportunity

We are seeking a dynamic Senior MERL Manager to lead evidence, learning, and data-informed decision-making across a multi-year, donor-funded education program in Jordan. This role provides senior technical oversight of all MERL functions—ensuring high-quality data, rigorous analysis, research and actionable insights that strengthen program performance and impact.

Responsibilities

The Senior MERL Manager will:

• Design and operationalize MERL systems
• Lead evaluations, research design and performance monitoring
• Oversee data quality, governance, and reporting
• Champion a culture of learning and adaptive management: This includes integrating advanced analytics, digital data systems, and AI-enabled tools to drive real-time insights, predictive analysis, and continuous improvement.
• Represent the project to government, donors, and partners; strengthen MERL capacity across stakeholders; and
• Produce high-quality learning products that shape policy and practice
• Be part of the Senior Leadership team

Requirements

• 10+ years of progressive, relevant experience
• Strong analytical and problem-solving skills
• Superior stakeholder engagement/management competency
• Proven success managing complex MEL systems for USG-funded programs
• Proficiency in R/Stata/SPSS preferred
• Fluency in Arabic and English language is required
• Must have legal authorization to work in Jordan
• Postgraduate qualification is required
• Micro credentials in data science, AI and machine learning is an asset
