The Opportunity
We are seeking a dynamic Senior MERL Manager to lead evidence, learning, and data-informed decision-making across a multi-year, donor-funded education program in Jordan. This role provides senior technical oversight of all MERL functions—ensuring high-quality data, rigorous analysis, research and actionable insights that strengthen program performance and impact.
Responsibilities
The Senior MERL Manager will:
- Design and operationalize MERL systems
- Lead evaluations, research design and performance monitoring
- Oversee data quality, governance, and reporting
- Champion a culture of learning and adaptive management: This includes integrating advanced analytics, digital data systems, and AI-enabled tools to drive real-time insights, predictive analysis, and continuous improvement.
- Represent the project to government, donors, and partners; strengthen MERL capacity across stakeholders; and
- Produce high-quality learning products that shape policy and practice
- Be part of the Senior Leadership team
Requirements
- 10+ years of progressive, relevant experience
- Strong analytical and problem-solving skills
- Superior stakeholder engagement/management competency
- Proven success managing complex MEL systems for USG-funded programs
- Proficiency in R/Stata/SPSS preferred
- Fluency in Arabic and English language is required
- Must have legal authorization to work in Jordan
- Postgraduate qualification is required
- Micro credentials in data science, AI and machine learning is an asset
