Job Summary
Oversees and/or manages all aspects of the project and/or multiple programs assigned to a specific country. Responsible for the development and execution of project work products, to include but not limited to program timelines, budgets, reports, and other products as identified. Represent IREX inside the country or region.
The Training Manager leads the end-to-end design, delivery, quality assurance, and continuous improvement of in-service professional development (PD) for early-grade teachers (KGG3) and supervisors. The role ensures all PD is aligned to MoE teacher ranks and competencies/standards for early grades, emphasizes foundational literacy and numeracy, and embeds fidelity of implementation (FoI), coaching, and data-driven adaptation.
The Training manager coordinates closely with MoE departments, field directorates, and project partners to institutionalize sustainable PD systems and build organizational memory (curricula, SOPs, observation tools, repositories).
Performs additional duties and tasks to meet the needs of the organization, team, or as assigned by manager.

Knowledge & Skills
Task and Project Coordination/Management
Accountable for overall technical quality and impact of the project. Responsible for the contributing, creating, and guiding the work associated with key project outputs; to include, but not limited to, gathering, drafting, and creating workflow plans, budgets, internal/external reports, presentations, and other documents/deliverables as identified. Oversees the development of written communications by drafting, approving, and sending correspondence. Specific tasks for assigned role include:
- Co-Lead the design/update of modular, blended PD (synchronous, asynchronous, on-the-job) mapped to MoE ranks and competencies for early grades with content developers and other In-service team such as the senior technical specialist.
- Co-Develop trainer/trainees guides, slide decks, job aids, micro-credentials.
- Co-develop assessment rubrics for literacy (phonemic awareness/phonics, decodables, fluency, vocabulary, comprehension, writing-to-read) and numeracy (number sense, CRA, worked examples, spaced retrieval, structured problem solving) and for the training programs in general.
- Ensure the training content adheres to the UDL and adult learning principles.
- Ensure Arabic-first materials, accessible formats, and alignment with MoE policies and NCCD curricula.
- Co-lead with content developers the digitization of PD modules, ensuring mobile-first, offline-capable content.
- Design and manage digital micro-credentials/badges, including issuance rules, verification, and integration with teacher ranks.
- Set up data pipelines/dashboards (e.g., Tangerine → Ajyal/BI) with automated refresh, data dictionaries, and interoperability/APIs.
- Hands-on experience with LMS/LXP, content standards (SCORM/xAPI), and dashboarding (Power BI/Tableau/Metabase) with familiarity with data governance and API-based integrations.
- Knowledge of AI-in-education use cases and safeguards in low-resource, bilingual settings.
- Track record designing micro-credentials and assessing edtech pilots for cost-effectiveness and equity.
Relational Communication
In partnership with project and practice leadership, facilitates key stakeholders' relationships in the country. Represents IREX to external stakeholders by speaking about project and practice initiatives. Regularly shares relevant information in support of organization-wide collaboration. Supports the development of written communications by drafting, approving, and sending correspondence and manages shareholder relationships with the guidance and/or approval of program management. Specific tasks for assigned role include:
- Plan and execute national/cluster ToT training; manage cohorts, schedules, venue/virtual logistics, and certification.
- Establish coaching cycles), supervisor walk-throughs, and Communities of Practice (CoPs) with standard agendas and artifacts.
- Integrate parent engagement messages and at-home practice tips where appropriate.
Partner Engagement / Business Development
Leads and coordinates the renewal process in regional/country of responsibility. Leads with support from new program development for the country of responsibility. Supports one or more areas of the proposal development process; to include, but not limited to proposal strategy, writing, and/or review. Supports and coordinates country partner outreach and requested; gather market intelligence specific to regional/country of responsibility. Specific tasks for assigned role include:
- Serve as primary interface with MoE central + field directorates for PD planning, budgeting, and rollout.
- Coordinate with curriculum/assessment teams to ensure coherence (e.g., LQAS findings → PD targeting; TaRL pilots → remedial PD content).
- Manage short-term experts (literacy/numeracy/coaching), vendors, and training partners to standards, budgets, and timelines.
- Work closely with QRTA in the designing and implementing of District excellence model, and any other decentralized model established by the program.
- Work closely with DG and STS to ensue the alignment with the project activities.
Budget, Financial and Project Compliance
Responsible for financial management of a specific country office(s). Ensures compliance with policies and provides leadership and training to finance staff. May be accountable for the compliance and financial integrity of a given project(s) at the Project Director level. Responsible for the approval but may not be the required signature. Specific tasks for assigned role include:
- Develop annual/quarterly PD workplans, budgets, and procurement specs for venues, materials, printing, and platforms.
- Ensure adherence to donor visibility, data protection, safeguarding, and complete incident reporting as needed.
- Mentor junior training staff and contribute to team capacity building.
- Lead cross-functional coordination with technical and operational teams.
Teamwork and Leadership
Ensures team can articulate how project and program work aligns with project and practice area goals and objectives. Delegates relevant work and provide clear and measurable guidance. Proactively seeks feedback from team members and uses information to make informed, relevant decisions for projects, programs, and clients. Partners with team members to co-create solutions, solve problems, and devise actions. Seeks opportunities to encourage team members, to create more efficient processes and workflows that improve overall program or project. Takes ownership of the decisions and actions. Mentors Coordinators and Specialist who direct the work of others. Specific tasks for assigned role include
- Define FoI indicators (adherence, dosage, level-match, checks for understanding, engagement) and observation tools; run calibration sessions for inter-rater reliability.
- Produce FoI heatmaps and monthly QA briefs to target coaching and re-teaching; implement corrective action plans.
- Link PD to teacher digital profiles and MoE platforms (e.g., Ajyal/LMS) to track participation, competency growth, and credentials.
- Coordinate pre/post assessments, rapid cycle evaluations (RCE), and PD reaction/learning/behavior/results data (Guskey levels).
- Run quarterly Pause-and-Reflect sessions; maintain a version-controlled repository and update log (organizational memory).

Requirements
- Bachelor's Degree in relevant field.
- Minimum 7+ years of progressive job experience. or a master's degree and 6 years of experience.
- Demonstrated expertise in foundational literacy and numeracy and adult learning; experience with TaRL-style grouping/remedial approaches is a plus.
- Demonstrated expertise in facilitating techniques and adult learning principles.
- Proven leadership of multi-site training operations; team management of trainers/facilitators.
- Strong data & assessment skills (EGRA/EGMA, FoI analytics, dashboards); confident with Excel/Power BI or similar.
- Excellent Arabic and professional English.
- Experience working with/alongside MoE systems and policies in Jordan (or MENA).
Must demonstrate valid proof of unrestricted authorization to work in Jordan
Daily Tasks
- Demonstrated technical knowledge related to effective early-grade instruction; differentiated/remedial practices; inclusive/UDL design.
- Demonstrated technical knowledge of methods and ethics in educational and/or social science research.
- Proven experience managing multiple complex programming in a demanding, time-sensitive work environment
- Experience conducting research and ability to proficiently articulate findings in the English language
- Demonstrated ability to track and manage budgets and plan both strategically and creatively to meet project objectives.
- Strong problem-solving skills and demonstrated flexibility to meet program outcomes.
- Strong representational and organizational skills.
- Proficient in Microsoft office products, including Excel; and LMS/LXP, content standards (SCORM/xAPI), and dashboarding (Power BI/Tableau/Metabase).
- Speaking, reading, and writing proficiency in English and Arabic required. Excellent written and spoken English.
- Excellent cross-cultural and interpersonal communication skills.
- Demonstrated computer skills, including Microsoft Office.
