Clinician I - Program of Assertive Community Treatment (PACT)Location: PACT North
FLSA Status: Non-Exempt
Supervisory Responsibilities: No
Reports to: Program Manager
Union: Yes (except on-call staff)
About the Role
The Clinician I provides direct, recovery-focused therapeutic and case management services to adults and older adults with behavioral health disorders. This position helps individuals achieve the highest level of independence and stability possible within their communities through comprehensive behavioral health treatment, care coordination, advocacy, and supportive services.
Working as part of a multidisciplinary Program of Assertive Community Treatment (PACT) team, the Clinician I partners with clients to assess needs, develop individualized treatment plans, and support long-term recovery goals.
Key Responsibilities
- Manage a caseload and provide ongoing clinical and supportive services.
- Develop and monitor individualized treatment plans and recovery goals.
- Assess client functioning, needs, and risk factors, including danger to self or others.
- Provide behavioral health counseling, case management, and group services utilizing Evidence-Based Practices whenever possible.
- Facilitate group education and therapeutic interventions.
- Coordinate care with psychiatric providers, primary care providers, emergency services, and other treatment team members.
- Collaborate with community agencies, natural supports, and external service providers.
- Monitor compliance with court orders and complete required documentation.
- Ensure accurate and timely documentation, coding, billing, and recordkeeping.
- Participate in supervision, team meetings, and required trainings.
- Maintain HIPAA compliance and professional ethical standards.
- Provide assertive community treatment services to individuals with severe and persistent behavioral health disorders.
- Deliver outreach services in client homes and community settings, including hospitals, jails, medical facilities, and community organizations.
- Work collaboratively with members of the multidisciplinary PACT team.
- Maintain fidelity to the PACT model, including intensive community-based outreach and frequent client contact.
- Work evenings, weekends, and holidays as assigned.
- Participate in a 24/7 on-call pager rotation.
- Provide after-hours crisis intervention and outreach support to hospitals, emergency rooms, and triage facilities.
- BA/BS/BSW Degree in a Behavioral Science related field.
- Knowledge of Evidence-Based Practices or willingness to learn.
- Agency Affiliated Counselor application required upon hire if not already licensed through the Washington State Department of Health.
- Valid Washington State Driver's License and appropriate insurance, if applicable.
- Must be 21 years of age
- Ability to participate in a 24/7 on-call pager rotation.
- Ability to work evenings, weekends, and holidays as assigned.
- Ability to effectively serve individuals with complex behavioral health needs and multi-system involvement.
- Strong communication and interpersonal skills.
- Excellent organizational and time-management abilities.
- Ability to maintain a positive, solution-focused approach.
- Proficiency with electronic medical record systems and general computer applications.
- Ability to pass a pre-employment criminal background check, which may include an additional DSHS search.

Physical Demands / Work Environment
This position combines office-based work with extensive community outreach. Services may be provided in client homes, hospitals, medical facilities, jails, schools, and other community settings.
The role requires occasional lifting of up to 20 pounds and frequent sitting, standing, walking, speaking, and close vision work. The work environment is generally moderate in noise level.
